KDE and GNOME....so you can suggest for any one of it....

Well, i am sorry I never used KDE or Gnome. But I am sure there is something like that.
I did look around for you. And I found Extending the KDE Panel since a notetakes is REALLY easy. If you are a bit of a Coder. you can code it yourself
I also found gDesklets. They have a Desklet called:

Show note (notepaper) on desktop and let you write simple note.

one more question...in the same way is there any equivalent for microsoft publisher or this dreamweaver....
either for KDE or GNOME

For notes in KDE : Knotes, really simple, nice look and usefull...

(Kompozer is a good option, but if you want a better HTML editor, Quanta is powerfull)EOF
