Welcome to the forums!
If you are talking about a DNS caching server, you can install BIND, or pdnsd:

pdnsd maintenance page by Paul Rombouts
I've used both in the past and they worked quite well, pdnsd being better if you will be rebooting your machine often, because the cache is lost when you reboot with BIND in place.
I used the wiki for my distro (Archlinux) to install them. If your distro has a wiki, check for HowTos there that will explain how to install and set it up. Your distro might also provide ready to go packages which will help.oz

IF you want to cache web contents on a proxy, you can also look into squid.
