    Go to System->Administration->Synaptic and then to Repositories(in Synaptic's menu). Enable the "Universe" & "Multiverse" Repositories as well as their updates. Click the reload button and then search for "flash". Flash player is flashplugin-nonfree (or something like that). For PDF, Ubuntu already has a viewer and there is also Kpdf which has more features and can be installed through Synaptic.
