how do i set my regular login on KDE (not root) to have all capabilities like to read/write discs

The best way is to add yourself to the appropriate groups, like the disk group to read/write your hard drives. Check the files that you want access to for the appropriate group, and if it doesn't have one, make it and chmod the file.
Note that you still shouldn't do it, though, for security reasons. There's a reason why you shouldn't run as root.
