    I need to image ext3 (/ and /home) partitions to NTFS partition (ie storage partition for images will be NTFS).
    What would be programs that can image and properly restore the ext3 partition image ?

    You can find some good imaging apps for Linux here:

    Drive Imaging | Linux App Finder

    You'd need to try each to determine which is the best for your purpose.

    I usually run Acronis TrueImage directly from the CD for all my own imaging needs.

    I used Clonezilla Live CD (ver 1.2.1-39) and find it to be a great tool for imaging Windows & Linux partitions.
