You would have to find an rpm built for Fedora 9 from a 3rd party source, if one exists.
Back in Time is included in the Fedora repos starting with Fedora 10, though. Since Fedora 9 has reached end of life and is no longer supported, you might want to consider upgrading to the current release, Fedora 12.
