Couldn't you just extract the rar archive and use mkisofs?

FWIW, rar archives can encapsulate any type of file structure. You cannot just convert the rar to an iso image. You need to extract the file(s) and then use some sort of tool to write the file/directory structure into an iso image. I do this all the time with data, video (DVD), and audio data sets. There are a number of rar tools for Linux that can extract the contents of a rar file set. And there are a number of tools that can convert a file/directory set into an ISO image suitable to burn to CD/DVD. So, please be more specific.
Sometimes, real fast is almost as good as real time.
