What it the purpose of creating dummy folder?

Don't know what you mean.
There some things that may look like dummy folder.
Starting with softlinks

A Link to a different folder, will be shown as the different folder in the position of the link
Example:
Link: /home/user -> /share/user
Will show you the files of /share/user when you write: ls /home/user

Empty folder
Some Programms use folder for additional scripts ... like the folders:
/etc/cron.d
This may be a empty folder, but the right file can change the behaver of software dramatic *gg* like it starts working.

Other empty folder like:
/media/sda1 ????
