Did you miss the first part?

If you're here at DEF CON, Connect to the DEF CON 19 server!

    IP: 10.0.0.32
    MAC address: 00:11:32:0BD:16
    Name: DC19-MEDIA.DEFCON.ORG
This year we are experimenting with a server to host all past DEF CON presentations, free for everyone to download and share.

    Hello and Welcome!

    Are you actually at DefCon?
If not, then the IP given won't work. IP's starting with 10 are typically internal.

Meaning you will need to find a publicly accessible server to download them from.

You might want to ask around on the defcon forums.
That's likely to be your best course of action.
