System which is a centralized multi-user telephone dial-out

I need

1) system which dials telephone numbers automatically from a
database,

2) detects the difference between live answers and
answering machines / voice mail and delivers a pre-recorded
message.

I have a project my idea is create a open source call center.

I have a telephone numbers data base. so I need to dial for that numbers automatically.
once user (s) pick up a call then user can hear recorded voice track.

how I do that,

What is the appropriate Hardware and Software solutions and suitable tutorials...

You can try one of these distributions: Elastix, AsterixNOW, Trixbox or these software: asterix, digantel...
