Linux's insides seem to be a bit ****ed

I often suspend my laptop (like, multiple times), and when I do, after I reopen it, when I choose to watch a Youtube video, it often starts stuttering (nothing to do with the network, btw). WHY is this??
I'm on Bodhi with 4.13.0-17-generic kernel. What must I do to fix it?

I used to get similar behaviour on Windows laptops too - I stopped doing suspend - I believe the issue for me was having a mechanical hard drive and for some reason, suspending seemed to set the hard disk doing a load of "something" for ages when coming back on. It was quicker to shutdown instead. I do not have the issue in Linux or Windows laptops now that they are both on SSD drives.

For you specific issue, I would look at running processes when you get this situation, and if there is an process hogging resources, whether it be disk, CPU, memory - it may shine a light on it.
