Are you referring to the installation file? In that case, it could be because you haven't made the file executable.

Correction
If I'm not mistaken there is a LINUX installer and executable for the ORIGINAL RTCW... at least that's the impression I was given while working on Quake III Arena...
But RTCW runs excellent in TransGaming's WineX
might I reccomend p2p?
