Are you using a firewall or router?

Other program? Are you referring to another IRC program?

Oh, then it's another thing. Hardware routers often have special support to let incoming connections through for specific programs. Seems yours has support for some IM programs but not for IRC DCC.
If you had a Linux router, then you could just load the ip_*_irc modules to let DCC connections through.

What do you mean? Does it enable you to do DCC transfers when you're logged in as root?

oh no sorry for not making myself clear. this is a completely different issue. i just didnt want to make a new thread since this one is good enough. but heres the problem. i had 2.0.1 and i dled 2.0.3 and got it to install and run but it will only let me run Xchat in Root. something im not going to do.so i need to know how to have it so users can use it. hope you understand this time
