GTK+ Refuses to install (libX11 not found)

Getting an error stating libX11 not found (even though I know for certain it is installed) when trying to configure GTK+. Here's the configure.log file:

This file contains any messages produced by compilers while
running configure, to aid debugging if configure makes a mistake.

It was created by gtk+ configure 2.6.8, which was
generated by GNU Autoconf 2.59. Invocation command line was

$ ./configure

This is really infuriating. Why the heck couldn't someone just make a GTK+ package for Debian???

This probably won't help, but I've had some problems compiling GTK+/GTK+ Apps before, and this has worked for me:
Code:
PKG_CONFIG_PATH=/usr/X11R6/lib/pkgconfig:/$PKG_CONFIG_PATH ./configure --foo --bar
This at least cures errors caused by pkgconfig thinking X/GTK/whatever isn't installed.
