I don't know of any Linux program that can read/write MS Access files. Unless you want to try use Wine+MS Access.

I think you can make a program in PHP to be able to read/write to MS Access files.

Mysql has several export functions that outputs in formats that are understood by MSaccess. You can export the dayta in cvs or something. You'll still need access to MSacess though
There are programs available that do the trick for you as wellI am on a journey to mastering Linux and I got a bloody long way to go!!!
