QEMU Throws An Error
I'm running a fully updated Debian. I ran 'apt-get install qemu' and then tried to install Windows 98.
When I invoke QEMU, it throws an error. Here is a screenshot. Do you have any idea why I'm getting this error?

I'm not very familiar with QEMU, but have you mounted the CD-ROM you're trying to install from?

IIRC Win 98 wasn't a bootable install disk. You needed to boot from floppy to get to it. That it?

I remember installing Windows98SE with just the CD-ROM. Maybe only the SE version was capable of this though.

It was the boot disk issue. It is true that Windows 98 SE does not require a boot disk. I know because I tried again with SE and it's installing right now.
