How do I install this application?

I'm playing with a program called Xmacro. Lately, I've been playing with the .debs, because they are easy to manage: All I have to use to install them is dpkg -i

However, I can't do that on all operating systems.

It has a makefile and some other stuff, but I don't know how to manipulate all of those things to actually install it.

    SourceForge.net: Files

Maybe one of you can look at it and tell me how to install it.
    I don't get it.
