phone with voicemail?

Hi. I'm in Canada where there's no SkypeIn. And freephoneline.com is only for windows.

I don't have a phone line. I have a cable connection.

Is there a way to get a service which provides a local number and voicemail to receive and make calls from a computer?

And I'm on a mediocre budget - I'd like to get this free or REALLY cheap.

I keep searching around but I'm new to Linux and I'm not sure. I'm confused and I've got a headache.

I'm on Ubuntu 9.1.
