Is there a program that will let a person with a Windows Mobile Device (for example Samsung's Blackjack or a Dell Axim) sync with Linux? I am gonna be getting my mother one of the new Asus' EEE PC and it runs Linux. But to afford it we need to sell her current desktop.
I could put XP on the Laptop but not sure how much of a hit the PC will take.

Don't have a Linux computer at the moment that I can test it on (nor the Linux knowledge). Am starting to rethink the Asus EEE for my mom. Don't think it is gonna do what she wants even though it is basically just email, websurfing. But she has these few small things that she needs to be able to do like sync her PDA.
Well, ok lets review your problem.
Your mom wants a Vrii Free PC but wants to do her stuff (Webbrowsing, Emailing, Office, Small Game, Syncing Her PDA) and you dont have the knowledge nor the PC to build that.
Ok, first we need to get you a Training Envoirment.
What about VirtualBox
Ok, now we need to know what kind of PDA it is. Since well SyncCE might just work.
Second, if it doesnt work you might want to look into the Familiar Project and News - Opie
Since its with that Basicly a Linux system its very easy to just write a Syncing Prog yourself (Ill help you with it if you want to)
Then she has a Vrii free PC, a Vrii free PPC and is a linux User.

The reason why we are looking at the Asus EEE is because she wants a laptop and can't afford a $600 laptop. The Asus EEE is supposed to be about $200. It supposedly can run XP if I have to but not sure how much of a hit the system will take trying to run it.

I don't think that is gonna be possible. I would think it would void her warrenty with ATT and probably Samsung as well. She wouldn't like that considering it is a brand new phone.
