For WYSIWYG web editing, like dreamweaver, check out Nvu...its quite good, not as deep as dreamweaver but still a very good product
and for mac os x style panels, well, in gnome you could try gdesklets, and in kde i think superkaramba....
check them out
Oh, the dock. There is a widget for gDesklets that will do that. The website is gdesklets.gnomedesktop.org but it is currently down as I believe in the middle of the day yesterday their server crapped out. Should be back in a few days.

now how do i go about installing this?, the ubuntu guide wasn't much help.

I strongly suggest you stick to only the package manager but if you would still want to compile it yourself from source (what you have). You extract that .tar.bz2 file.. you then open the terminal and cd to that folder and as root do
