Welcome to the forums!

The GIMP is usually considered the Linux replacement for Photoshop, but there are others that could be used.

You can also use Photoshop brushes in GIMP!!!
Some sites where you can get high quality brushes for free: Qbrushes, Brusheezy, PSbrushes
Or just Google for brushes and you'll find many sites.

I hear KDE's Krita is coming along nicely as well. My impression is that it's a little simpler to use than GIMP, but not as full-featured.
