    GPLv3 review website

Back when the GPLv3 was being discussed and reviewed there was a website where you could review the doc, select an area of text and hit 'c' to comment on it. The comments were then stored so anyone could see them.

Does anyone know what tool they used to do that. Since it was the GPLv3 review site, I'm assuming it was Free Software and I can get a copy for my task at hand.

If not that tool exactly then suggestions of any kind of web-based review/comment tool that doesn't permit direct editing of the base text would be great.

    Thanks,

    Chris...
To be good, you must first be bad. "Newbie" is a rank, not a slight.

I do not know the name of the system but at the time being, two licenses are in the drafting (and discussion) process under such a tool.
Guide to the new drafts of documentation licenses — GPLv3

Maybe you can find out a contact person from that website who helps you out.
