.dcb files --> what are they? how to decompile...

i've gotten a file from my buddy and he asked me to examine it...
sorrowly i don't know what .dcb files are used for although i've gotten some tips about what they tend to be used for.

i'd like to get some kind of decompiler so i can examine the code and see what the program is really used for (and see if the guy who wrote the file is a good coder )
