WordPress or Joomla
Word Press is dedicated for a blog. quite easy
many themes, extension you can get on web.
While with Joomla you can create any kind of website customizing it.
You can use ready made templates or create your own one.
Both of these are coded in PHP & use MySQL as backend. works like a charm.

But if you want something extreme, more fuctionality than WordPress dont forget to try Joomla, however configuring it is quite tricky.

If you like Joomla, try Drupal as well.
It is used by many professional sites and has tons of free themes and extensions.
