I'm new as well BTW. I was wondering... when a person modifies linux or any of the GNU tools with it, don't they have to accompany with it the GPL and make available the modified source code? If that is true, don't video cameras have to have the GPL accompanied with the device and make the modified source code available on the website if they use linux?

Yes that's right, TiVo for instance has their modified Linux source available for download on their site.
If they don't modify it though, they don't need to supply the source, as it's available elsewhere, but I believe they still need to make note of the GPL licensing in whatever documentation they provide with their device.
