    it could possibly run on windows if you compile it to run on windows, there might be a binary out there *somewhere* but you will have to do some heavy googling

    Backintime uses cron and rsync to work it's magic. I don't know if they are available for Windows

    cron exists for windows, not sure about rsync though

    rsync does exist for windows via the cygwin library. It's also the base for a program called Delta Copy.
