Parallels Plesk control panel has been available for Linux for a LONG time. Version 9.5 and (new) 10 support many Linux versions such as CentOS/RHEL 5.x, SUSE 11.x, Ubuntu 10.04, Debian 4 and 5. If your version of Debian isn't supported by 10, then an earlier version will likely be supported. You can get them directly from Parallels. In any case, since they have Linux versions, I don't expect that the Windows one will run in the Linux environment. After all, they need intimate access to the hardware and operating system, which you won't get with Wine.

Here is the requirements page for 8.6: Parallels Plesk Panel 8.6 ? Requirements

As you can see, the debian versions supported:

    # Debian 3.1 x86
    # Debian 4.0 x86 and 64bit
