SliTaz will do everything you want. Also, you can make changes to the LiveCD and save them to USB if you need to. Puppy and Slax also support this. The thing that you are going to need to know is the graphics chipset in this laptop. If it isn't any good you will never run Flash. You may need to boot to cli, run lspci and then edit your xorg.conf accordingly.

Well maybe you could consider buying an inexpensive hard drive for the computer. You could probably get one for pretty cheap on eBay that would support almost any Linux OS you wanted.
