I intend to complete my RHCE, is a licensed Red Hat copy compulsory, which distribution is the best to learn Red Hat ?

Well, RedHat

But if you donīt want to spend the money for a subscription (yet), then CentOS or Scientific Linux are (virtually) identical and free of charge.You must always face the curtain with a bow.

One more thing:
You might want to install the linux of your choice into a VM for the learning.
a) redhat/centos/sl are geared towards server usage, not so much desktop/laptop.
The virtualized hardware just works(tm), so one less thing to worry about.
b) VM snapshots
Very handy to avoid reinstalls:
- "Oops, I rm -rf the wrong directory"
- go back to previous snapshot
- HappynessYou must always face the curtain with a bow.
