Recently installed Ubuntu 11.04. Should i start with it or upgrade to 11.10? Am new to Linux btw.

Enjoy the ride. If you're learning Ubuntu from scratch I don't suppose it much matters whether you upgrade now to 11.10 or stick with 11.04. The differences between the two are evolutionary rather than revolutionary. On the other hand if you want the latest experience then upgrade. Some people are saying that Unity on 11.10 is slicker, others are having problems (which is all pretty normal with a new version of Ubuntu). It's up to you.

Ubuntu 11.04 will continue to be supported through 2010, so I'd say just stay Natty for the moment.
You'll always have the option later up grading.Jay

I would also recommend enjoying 11.04 for the time being. You can always install the 11.10 after a time or go straight to 12.04, if ever.

Contrarian opinion
My opinion is based on a limited trial of 11.10. 11.04 never worked right for me when it first came out, but my trial of 11.10 went fine. I still have 10.04 on my system though because it is the long term support version. If 11.04 works for you and you like it, it is your option if you want to upgrade. If 11.04 has a few odd glitches on your system, then try 11.10, it may fix them.
