Perhaps suggesting a distribution should not be done. I think the best approach is to recommend burning installation discs of several distros (at least three) and trying them out. A new-comer will quickly figure out which one fits within his or her comfort zone, based on the person's present knowledge level and willingness to learn more. Hence, the reason I did not vote.
