    Hello and Welcome. I suggest for you, the Distro Quiz. It's pretty darn good, give it a run and see what it suggests for you. Let us know how it goes. the development packages can be added to any version.

    Many people like using a distro of ubuntu. I use it every day.

    Welcome to the forum. Go to distrowatch.com and take their quiz, then compare that to the top 20 or so distro's. Mint, Mageia, Ubuntu, Fedora, Opensuse, and Debian are currently the top 6 choices. Any of those would be good choices. In linux, there is no one best. Each person chooses the distro that suits their needs, preferences, and personality. Glad to have you join us.
