I have been writing a little system script and have finally got to a point where i want to release it to you all

Where is the best place to upload the file so that it can be downloaded but also so i can get some stats on amount of downloads etc?

Hi and welcome

the usual suspects are sourceforge, freecode and github.
Depending on the language used and what you actually wrote (e.g. ruby gem or perl module) a more specific home can also make sense.
