    "I hear what you say" isn't British. It's American psychobabble, basically the same as "I can see where you're coming from". But the others are spot on.

    Not saying what you mean isn't exclusively an English affectation. Koestler tells a story about a Japanese acquaintance whom he asked to give him a summary of an English-language conference that he himself couldn't get to. What he received was a load of gibberish. He asked his friend, "Why didn't you tell me your English wasn't up to it? I could have asked someone else." The man replied, "It would have been very impolite to make excuses for not fulfilling a friend's request."
