If this were the movies, you'd just have to go to a website like "power.gov", try two wrong passwords, get 3rd one right, then have a beautiful GUI with power-nodes lit up on a big map that toggled on and off when ya click on 'em.

But it would still be too complicated for the hero to be able to do it. Only his nerdy genius friend could do it.
