    To become moderator or administrator, you need to have been part of the forum for a couple of years and be known as somebody who is nice, helps people out and regularly contributes to the forum. Post count doesn't really matter, I mean there's no rule that you have to have 2000 posts to be a mod, although usually you'd need like 600+ just to show that you contribute. They are usually chosen explicitly by other administrators or moderators.
    A trusted penguin is somebody who is nice and always provides in depth answers to people. Again, post count doesn't really matter here. And they are usually chosen by people nominating them and many people voting to make them a trusted penguin.
