i'm not a user of it, but i've heard good things about the GIMP. i know it isn't a perfect drop-in replacement for photoshop, but considering you pay nothing it isn't so bad. if you want a photoshop-like UI, then look at gimpshop. i think it's a plugin for the gimp. good look with linux.
Here's why Linux is easier than Windows:
Package Managers! Apt-Get and Portage (among others) allow users to install programs MUCH easier than Windows can.
Hardware Drivers. In SuSE, ALL the hardware is detected and installed automatically! How is this harder than Windows' constant disc changing and rebooting?

Some people will claim that the GIMP is just as good, if not better, than Photoshop, but it seems like the general consensus is (and my opinion also) that , while the GIMP is an excellent program, it's almost, but not quite as good as Photoshop. However, it is definitely worth checking out (especially since it's free) and it may be a perfect replacement for your needs. Also, I've heard some very good things about running Photoshop with WINE. From my understanding, it runs very well without much, if any, tweaking on the user's part.

The Gimp is an excellent package, but it doesn't handle colour as well as Photoshop as far as I know. However, that's a fine point which would be appreciated more by a professional user.

If you are constructing websites or doing graphics on a small scale, The Gimp is certainly comparable.

I've tried running Photoshop with Wine, and it worked but became unstable after a while. That was a few years ago though, and things may have changed.

You need to run the installer using Wine. So if the installer is called setup.exe the command is wine setup.exe
