I listened to it. I have no idea who he is, but he sounds like he's possibly a candidate for sectioning under the Mental Health Act.

I don't think he's done his career any favours! Ironically, the internet has allowed us to access this man's incoherent ramblings, and really they speak for themselves: revealing him as clueless.

Sorry everyone: faux pas by me! Ron Paul is not a U.S. Senator, but a member of the U.S. House of Representatives. In my opinion he is the only rationally sane member of the entire U.S. Congress.
Senator Stevens may be a moron; but he is the moron in charge. He will do whatever the Lobbyist money tells him to do. He, and his backers, are going to babble and doubletalk their way right into your wallet sooner or later.
