I'm afraid that's nothing new. It is only for BETA testing. This particular link is for Vista Release Candidate 1, which is out since September 19th, 2006.
As Microsoft states it :

Yeah, I don't think you'll find any official versions of Vista for free (except perhaps pirated versions). Microsoft seems to be very proud of their new product as can be seen in their Vista pricing list:
Pricing for full retail versions of the software will be Windows Vista Ultimate, $399; Windows Vista Business, $299; Windows Vista Home Premium, $239; and Windows Vista Home Basic, $199.
Upgrades from Windows XP are priced at Windows Vista Ultimate, $259; Windows Vista Business, $199; Windows Vista Home Premium, $159; and Windows Vista Home Basic, $99.oz

I can't beleive the retail price for Vista Basic is actually so much higher than for a single Mac OSX license

wtf, thats expensive. notice the four different prices, ranging from 200 -400 $. what could be worth twice the price? they cut back every special feature aside from the aero environment. not only do you have to spend 400$ for the windows vista ultimate, but you have to spend another 400$ for the nvidia 8800 gtxdljhsdlghskjh ultra platinum jesus++++ video card just to boot the thing. thats 800$ right there and you still dont have a hard drive to install it on.
