    Environment Variable Standardization

Well, out of frustration of absurdity, I am posting this inquiry.... aahhh, rather a rant.

Environment variables configuration-file locations are different from distro to distro.
Environment variables within a distro are in configuration files all over the damn place.

Needless to say, simple/expressive documentation is always unsatisfactorily available.

Why, in the hell, can't a simple, standardized framework be adopted to allow for easy configuration.

There are! Except there are like 3 "standards" and no one uses them.
