    India is one of the largest producers of IT workers, hence all of the outsourcing.

    seems like skilled it workers are more and more scarce every year, even here in america. there is huge demand but it takes a special type of person to do it. nobody wants to pay for that special type of person.

    they may or may not be running out of skilled IT workers, but there doesn't seem to be any shortages of call centre staff who keep calling me from there almost every day...

    ....it's VERY annoying

    That's the key there. As far as I'm concerned there is no shortage of qualified people. There is a shortage of companies willing to pay reasonable wages to those people.
