I believe it is in the U.K.
But the times are based on Greenwich Mean time.

Jason (our illustrious leader/admin) lives in the UK. The site itself is hosted out of Dallas, Tx.
(All ya gotta do is do a lookup on the domain) ;)
and the time is defaulted to GMT
