New text file problem

I'm using Knoppix. I right-click and choose "Create New" --> "File" --> "Text File...". The new file consists of 2 bytes. I open the unmodified file in KHexEdit, and find out that these two bytes are 20 and 0A. I do some searching and now I know that 20 is "Space" and 0A is "Line Feed".

I usually use the UTF-8 encoding, and I have not found anything witch says that a file should start with these two bytses, using any encoding.

My question is why are these two bytes there, and how can I modify my system so that when I create a new file it is compleatly empty?
