in my default gnome session when i go to /usr/share/fluxbox/ there's only nls and styles folder nothing that says "menu"

Yeah, different distros place fluxbox files in different locations, and the Gnome thingy adds more possibilities to the equation. I'm not sure where Ubuntu would place the menu file but one must exit on your system if any menu is coming up at all within fluxbox.

Hope it helps in some way because fluxbox is really cool once you get it setup the way you like it. You'll also find that it allows you to have full control over your windowed enviroment.
