the easiest way I know is using ffmpeg, the command line utility. first I would open a console and install it

    sudo apt-get install ffmpeg

then if you need specific parameters,

    man ffmpeg

to encode to dvd you can use this basic code
first cd to the directory of your file, then

    ffmpeg -i foo.avi -aspect 16:9 -target ntsc-dvd foo.mpg

you replace foo, with filename and change your aspect ratio or region code as suit you, then hit enter and wait.

next you will want a simple to use dvd authoring system. There are several available... a java based one is called varsha, you can google that up if you like, it is just a .jar file, but works wonderfully. There is also qdvdauthor for qt and dvdstyler. You should be able to install the last two using synaptic/apt if you so choose.

    Good luck and have fun.
