nevermind last reply. i figured out what the grub menu is. ok. so i hit "e". i selected kernel. and i entered <space>(btw is this justa space or do I enter "<space>") single at end of line. hit enter. hit "b". then still stall at starting hotplug subsystem.

Select Recover Mode and hit Enter key.
Move up/down arrow keys to select ( highlight ) first Ubuntu entry in the list.how do i highlight the ubuntu title?

As I mentioned earlier, Re-install will be the easiest fix but if you want to fix this problem without re-installing, Select Recovery mode in GRUB Menu. It will drop you at command line prompt. Execute this

ok. i did that. i hit e, selected kernel, hit e again, now what exactly do i enter here? is it "< >single" or "<space>single" or " single"? i am lost at this point. and even when i enter all of the above. problem still occurs. it still stall at strating hotplug subsystem.

Hit Spacebar and type single.
It is amazing what you can accomplish if you do not care who gets the credit.

ok. no that doesnt work. but now I have keyboard failure for some reason. in the recovery mode. how do i get the command line prompt? should it show by itself?

after re-installing UBUNTU i still receive same problem.

ok. so i took out my graphics card (btw it was plugged into pci slot, dell motherboard graphics card had horrible resolution so i replaced it with a pci ATI Radeon VE/7000). UBUNTU boots properly once removing graphics card. I have a question tho. Once UBUNTU boots, is there a code I can enter that will allow me to put my graphics card back into pci slot and boot ubuntu even with new graphics card installed? also I read on other forums something about changing the irq? any relation or should i just leave that as is?
