Internet/Network slower than dial-up

I just installed Debian 4.0 on my new Shuttle XPS SN27P2. I disabled my onboard NIC and installed an Intel Dual-NIC server card.

When I do a speedtest online it's about as fast as dial-up. I also tried the onboard NIC with the same results. I have tried a total of 4 different network cards with no luck.

I have an older model shuttle (AMD as well) that is running Kubuntu fine. I noticed that it is running some 'generic' kernel and the new Shuttle is running a K7-4 kernel. Could this be my problem?

This has been going on for about a week and I want to toss this thing out a window. Any help would be greatly appreciated.

Well..I've tried installing 4.0r0, 4.0r1 and the daily testing image and I get the same results with all of them; extremely slow network speeds. This also happens if I use the onboard NIC, which is a Marvell chipset.

I also tried PCLinuxOS and worked flawlessly.
