I am not sure where it originally came from it was to do with my printer installation (scanner help). i came across this term inn two of the help sites it was written as enable universal component, i have never heard of this although i have only been using linux for a few months.
My problem has now been resolved so thanks for your input if i come across it again i will post it for you to look at.

Universal repository perhaps?
You can enable it by uncommenting (removing the ##) from /etc/apt/sources.list where you see the word 'universe' mentioned.
If you post your /etc/apt/sources.list we can show where.
