    /dev/audio problems

I recently installed Audacity, and sometimes when I start it it gives a message about an audio I/O error, and tells me that I will not be able to record or play audio. I believe that this is an instance of another problem I have had, in which catting things into /dev/audio from the command line does not work (message: device or resource busy). During the periods in which /dev/audio is busy, I have tried
    Code:
    fuser /dev/audio
but it gives no output, even as root. Is there a way to fix this?
