There are about 100 mirrors offering the same download.

You can BitTorrent them (the Debian DVD Images), as that's 100% legal for Linux Distros.

I'm not exactly sure which installation method you were using but there is a netinstall CD which I've always used.
If you need them desperately I would suggest buying them from somewhere such as OSDisc.com and overnighting them.
